I had a weird thing happen the other day. The seat belt light and chime came on for the passenger but I was alone. I buckled the passenger seat belt and drove off.
l searched forums thinking it was a bad seat sensor. Then I read that a cell phone laying on the seat can cause this. Low and behold I took my cell phone off the seat and the seat belt light went out.

Go figure??
 
I haven't had any issues with a phone on the passenger seat. But when I brought it in to the dealer for a airbag sensor recall, the tech told me that the sensor works like your capacitive phone screen where it senses the electrical current of the person. It's not based on weight like most of the seat airbag sensors work. And warned me not to get the passenger seat too wet as it will kill the sensor. So maybe the phone electrical current is messing with your sensor.
